Automatic Flaky Label Removal

The flaky label is now automatically removed from a test if it doesn't report both failed and passed results on the same commit SHA within 100 executions or 7 days. This keeps your labels accurate, reduces noise, and saves you from having to manually remove outdated flaky labels yourself.
